ARTICLE 1
The name of the organization shall be Tennessee Quarter Horse
Youth Association.
ARTICLE II
The association shall have as its principal objectives:
Section 1. Development of leadership, initiative, self-reliance,
sportsmanship and other desirable traits of character.
Section 2. To promote pride of ownership of registered quarter
horses among boys and girls.
Section 3. Safety
Section 4. The teaching and learning of horsemanship, both
care and handling of horses, and participation in above.
ARTICLE III
Membership shall consist of boys and girls 18 years old and
under. Dues shall be annually and will coincide with annual
dues of the Tennessee Quarter Horse Association.
ARTICLE IV
1. This association shall be under the direction and guidance
of the Youth Director(s) of the Tennessee Quarter Horse
Association.
2. Each Past President of the youth association shall automatically
become a member of the TQHA Board for one year following
their presidency.
ARTICLE V
Charter members shall be all those members paid up by April
30, 1970.
ARTICLE VI
Officers elected shall be as follows: President, Corresponding
Vice President, Second Vice President, Secretary, Treasurer,
and Sentinel.
1. The duties of the President shall be as follows: preside
over all meetings of this association, appoint any necessary
committee; attend Tennessee Quarter Horse Association Board
meetings, (this position is a voting member of TQHA Board),
report previous year’s activities at the annual banquet,
and other duties as required.
2. Duties of the Corresponding Vice President shall be: to
report activities of the association to AQHYA, assist the
President, and perform duties of the President in his/her
absence.
3. The Second Vice President is to perform duties as required.
4. The duties of the Secretary shall be to keep minutes of
all meetings, keep an up-to-date roster of association members,
call roll at each regular meeting, furnish the President
of the Youth Association and Youth Director(s) a copy of
the monies of each meeting.
5. The duties of the Treasurer shall be to keep records of
all financial activities and forward monies collected to
the TQHA Treasurer for deposit.
6. The duties of the Sentinel shall be to maintain order
at all meetings in accordance with parliamentary procedure.
ARTICLE VII
There shall be a minimum for four (4) meetings a year or
as deemed necessary by the officers and Board of Directors.
The annual meeting shall be for the election of officers.
ARTICLE VIII
The Tennessee Quarter Horse Youth Association and /or the
Tennessee Quarter Horse Association, being a non-profit
organization, shall not be responsible for loss due to
accident, theft, or otherwise sustained by any member,
visitor or guest.
ARTICLE IX
The constitution and by-laws, when approved by the advisors
of the Tennessee Quarter Horse Association and the Tennessee
Quarter Horse Youth Association shall stand until the annual
awards organizational meeting and may be amended hereafter
by a vote of fifty-one (51) percent of the members present
at any succeeding annual awards meeting.
ARTICLE X
1. AQHYA YOUTH WORLD SHOW – Points for determining
youth team to Youth World will be from September 1 to June
30 based on the best 8 goes.
2. Quarter Horse Congress – Points for determining
youth team to Congress will be from September 1 to August
10 based on best 15 goes. Qualifying classes are Showmanship,
Western Pleasure, Reining, Hunter Under Saddle, Horsemanship,
and Barrels.
3. In order for an annual award to be given there must be
a minimum of three (3) classes in each division per year.
4. Youth must sign up for Competition card membership for
points to be calculated for Congress and World Team participation.

RULES AND REGULATIONS
1. Team Member Participation
-- Team members representing TQHYA in all team functions
must put forth full participation, including stalling with
the team and marching in the parade of states at all sponsored
functions such as AQHYA World and Congress, participating
in all specified fund raisers, community service projects,
and attending two youth meetings. All requirements must
be met to obtain a state position and/or financial support.
-- Any one youth may be invited to represent TQHYA with
up to two class entries. The top two qualifiers in each
event will be invited to participate as determined by TQHYA
point standing. In the event that a youth is qualified
in more than three entries (first or second in TQHYA point
standings from September 1 through June 30), said youth
should choose the two entries on which he/she would most
like to participate. The next highest qualifier would then
be allowed an opportunity to participate, and so on, down
to fifth place. If none of those youth choose to show,
the original qualifier may then ride an additional entry.
These entries shall be in addition to any and all national
invitations. A youth’s entries
may consist of more than one horse, including multiple horses
in any one class, in accordance with AQHYA rules. Such multiple
horses will constitute multiple entries (for example: if
a youth chooses to ride one gelding and one mare in reining,
this will count as two of his/her two classes. No one exhibitor
can show two horses in one class if that decision eliminates
another exhibitor from participating.
-- Exceptions will be considered by the Youth Committee.
RULES
-- Members competing for a slot on the AQHYA World team should
be present at the cutoff date show or notify the Youth
Director.
-- If a youth has committed to go to the AQHYA World or to
the Congress on a team and later withdraws the entry, he/she
will be held financially liable for all entries and expenses
incurred in their behalf, except in extenuating circumstances.
-- Members of the All-American Quarter Horse Congress and
Youth World Show teams representing Tennessee Quarter Horse
Youth Association must be Tennessee residents.
